Behavior isn't the problem — it's the message

Understanding FBAs and behavior intervention plans, and why discipline removals often signal an IEP gap.

Repeated behavior in the same setting is data. If a child is escalating in reading block every day, the behavior plan and the reading goals are the same conversation.

What to request

  • A Functional Behavior Assessment that includes direct observation, not just rating scales.
  • A Behavior Intervention Plan naming the hypothesized function of the behavior.
  • Replacement skills that are taught, not just consequences that are applied.
  • A manifestation determination review if removals approach ten cumulative days.

Watch informal removals

Being sent home early, shortened days, and "come pick him up" calls count. Track them; districts often don't.
