What to do when services on paper aren't happening

A documented, escalating approach that resolves most implementation failures without a formal complaint.

An IEP is a binding commitment. When minutes aren't delivered, you don't need to prove bad intent — you only need to document the gap.

The escalation ladder

  • Week 1: Email the case manager asking for the service log for the past month.
  • Week 2: If minutes are missing, request compensatory services in writing.
  • Week 3: Copy the special education director and ask for an IEP team meeting.
  • Week 4: If unresolved, file a state complaint — the record you built is the evidence.

Keep it factual

Dates, minutes owed, minutes delivered. Emotion is understandable but numbers are what move a district.
